Meet John

Dr. John Biggan, a sixth-generation Texan, who has lived in HEB ISD since 2006, was born in San Antonio and raised in El Paso before moving to Arlington to attend the University of Texas at Arlington, where he double-majored in Theatre and Psychology. He later earned his Master’s and PhD in Experimental Psychology with a focus on Cognitive Neuroscience, conducting research to support children with dyslexia, improve adolescent decision-making, and enhance cognitive development.

John has dedicated his career to education, research, and data-driven solutions. Working as a postdoctoral fellow and now as a data scientist at ACH Child and Family Services, his work in child welfare analytics has been recognized at the state level. A longtime resident of HEB ISD, he has also taught at UTA, Tarrant County College, Parkland College, and the University of Texas Rio Grande Valley. His wife, Lauren, has been a dedicated HEB ISD teacher for over a decade. John’s passion for education and commitment to using data and research to improve systems drive his desire to serve on the HEB ISD school board, ensuring that all students receive a high-quality education that empowers them to succeed.

John believes that a high-quality public education is the closest thing we have to a ‘silver bullet’ to empower children. His expertise in data, education, and research makes him uniquely equipped to enhance decision-making, transparency, and student outcomes in HEB ISD.

He is ready to put his skills to work for the students, teachers, and families of HEB ISD—because every child deserves the best education possible.

Our campaign is committed to finishing new school construction on time and within budget, ensuring safe campuses, and maintaining strong fiscal responsibility. We will support athletics, fine arts, and academic achievement to keep HEB ISD the top choice for teachers, students, and families. Together, we’ll build a brighter future while preserving the excellence that makes our district #1!

    • Ensure the successful completion of the $1 billion bond to rebuild all high schools and four elementary schools.

    • Ensure equitable funding and resources for all extracurricular activities.

    • Focus on high-quality instruction and curriculum that prepares students for the future.

    • Support teachers with the resources they need to help every student succeed.

    • Maintain the district’s tradition of excellence by fostering strong relationships between schools, families, and the community.
